https://github.com/openshift/baremetal-operator/pull/210 so what remains is to backport https://github.com/metal3-io/baremetal-operator/pull/1080 to 4.10.

- Deprovision a host so it is in the Available
- Change HfS settings in the Spec to be different than Status
- Provision the host


Last Updated time remains the same after changing HFS settings and then provisioning the BMH
