perl-Time-Warp-0.54-11.fc37 fails to build in Fedora 37 because a test fails there:

A difference between passing and failing build roots is at <https://koschei.fedoraproject.org/build/12331640>. This is triggered by upgrading perl-Test-Simple from 3:1.302189-1.fc37 to 3:1.302190-1.fc37.

That was an enhancement to fix subtest times to be hi-res.
