Description of problem:
PTP fast events are available for OCP 4.9  but  ZTP manifests are not updated to enable PTP fast events in  release-4.9

release-4.9

How reproducible:
Deploy OCP 4.9 and try PTP config CRs to enable fast event 

Steps to Reproduce:

Actual results:
PTP config CR should be available to enable PTP fast events.

Expected results:
PTP config error setting PTP event enabler flag
