Description of problem:

collectd-gnocchi is not really used. It is used to send collectd data to gnocchi; gnocchi itself is deprecated and does not scale well. Using collectd-gnocchi can easily overwhelm the infrastructure.

python3-collectd-gnocchi are still included in openstack-tripleo-common tcib defination

With 2 out of 3 landed, there is no ability anymore to configure this, we can safely drop the package from the container.
