iptables-services is empty and does not contain iptables.service

Version-Release number of selected component (if applicable):

1.8.7-26.el9.1

How reproducible:

Install iptables-services

Actual results:

no /usr/lib/systemd/system/iptables.service installed

Expected results:

/usr/lib/systemd/system/iptables.service installed
