Fuller ) is collaborator of this package , so you can build it on epel 8 and 9 I guess

I just got scuppered by this as well, when trying to support binary packages for the upcoming OpenFOAM-v2212 release (www.openfoam.com). I had been relying on having some provider of scotch/pt-scotch (or even metis if need be). Without these graph methods, no domain decomposition and thus no parallel computing. For some industrial users of OpenFOAM, there is a definite preference to using as many RedHat system packages as possible.

Just as a general heads up, we'd seen some slightly odd behaviour with scotch-7.0.1 (see https://develop.openfoam.com/Development/openfoam/-/issues/2666), don't know how widely reproducible it is, or if it also shows in scotch-7.0.2
