Surfacing some information from the Slack thread:

- RHCOS team hasn't pushed any bootimage updates in 2 months
- OVA corruption started on Mar 10 (https://prow.ci.openshift.org/view/gs/origin-ci-test/logs/periodic-ci-openshift-release-master-nightly-4.11-e2e-vsphere/1502072054080344064)
- the redirector configuration was changed to stop proxying most artifacts on Mar 10 as well (https://github.com/openshift-eng/rhcos-redirector/pull/2)

Strong correlation between the change in the redirector configuration and these errors. However no one on the Slack threads could reliably explain why the change would cause these kinds of issues.

Suggested next steps would be to reach out to DPP to see if we can get a copy of the S3 logs for the bucket being used (`art-rhcos-ci`) to see if there is anything useful there.
