Description of problem:

Broken link in the Select Channel dialog in cluster settings.

How reproducible:
Always

Steps to Reproduce:
1. Open Console
2. Home -> Overview -> View Settings
3. Under Channel, click the Pencil (Edit)
4. "Select channel" window opens
5. Click "Learn more about OpenShift update channels"

Actual results:
HTTP 404 on https://access.redhat.com/documentation/en-us/openshift_container_platform/4.10/html/updating_clusters/updating-cluster-between-minor#understanding-upgrade-channels_updating-cluster-between-minor

Expected results:
Goes to https://access.redhat.com/documentation/en-us/openshift_container_platform/4.10/html/updating_clusters/understanding-upgrade-channels-releases
