Zuul does not seem to be affected as it does not use the affected function (and it does not attempt to sanitize URLs).

sanatize-url comes from swagger-ui, which needs a new version to increase the minimum requirements for sanitize-url. In the meantime, here is an initial swagger-ui update for HEAD: https://review.opendev.org/c/zuul/zuul/+/834571
