Can reproduce this with buildah-1:1.24.1-1.el9.x86_64. Errors shows up in the log files:

# cat *log |grep "image not known"
Error: error locating just-written image "containers-storage:[overlay@/var/lib/containers/storage+/run/containers/storage:overlay.mountopt=nodev,metacopy=on]localhost/30:latest": image not known
Error: error locating just-written image "containers-storage:[overlay@/var/lib/containers/storage+/run/containers/storage:overlay.mountopt=nodev,metacopy=on]localhost/4:latest": image not known


And test it with buildah-1.24.2-4.el9_0.x86_64. The build process can success and no error messages shows up. So move it to verified, Details:
