This is caused by renaming libusb-devel package to libusb-compat-0.1-devel <https://lists.fedoraproject.org/archives/list/devel@lists.fedoraproject.org/message/TP3XUPLEW73M2T6BRCVOOKMGJWISKYE7/>.
