Description of problem: Validation fired out for https proxy when the link provided not starting with https

How reproducible:


Steps to Reproduce:
1. Create/Edit credential 
2. In Proxy section, enter http proxy link for `Https Proxy` field 


Actual results:
Validation of 'URL is not valid' is fired out.
