Description of problem:

  We need to import the updates to annobin, gcc and redhat-rpm-config that
  are in RHEL-9 and which prevent the annobin plugin from becoming out-of-sync
  with respect to the version of gcc in the buildroot.

  This is the gcc component of that update.

To Do:

  Update the gcc.spec file to build a plugin-annobin sub-package.

Fixed in gcc-8.5.0-11.el8.
