Description of problem:

This RFE tracks the tripleO integration of https://bugzilla.redhat.com/show_bug.cgi?id=2013665

A new glance/cinder will optimise the RBD image from volume workflow reducing both time & storage consumption. This feature will NOT be enabled by default, operator needs a THT parameter to explicitly enable it.

Removing from OSP18.0 as the core cinder feature (BZ#2013665) depends on keystone service role that is not planned for Zed. Once the keystone feature is merged we can retarget this RFE.
