Description of problem:

OSP 17 CI running on RHEL 9 (as it's going to be released on RHEL 9) but when it reaches the stage where it installs packages from bindep, it fails with "No package python36-devel available."

It would be good to change the python36-devel entry to something more generic such as python3-devel.
