Description of problem: In developer perspective divider does not show up in navigation

We used to have a divider between each of the 3 "sections" in the nav ...
section 1 (task-focused) including Add, Topology, Observe, Search
section 2 (obj focused) includes Builds, Pipelines, Helm, Project
section 3 (pinnable items)

How reproducible: Always

Steps to Reproduce:
1. go to developer perspective
2. Check nav items

Actual results: In the developer's perspective divider does not show up in the navigation

Expected results: In the developer's perspective divider should show up in the navigation
