Description of problem:
Community tasks should be disabled if the value is set to false

Version-Release number of selected component (if applicable):

How reproducible:

Steps to Reproduce:
1. Install Openshift Pipeline 1.7.x operator in the OCP using custom catalog source. 
2.Find the tektonConfig (config) CR and add the following in the spec field
    - name: enable-devconsole-integration
      value: "false"

3. Visit the pipeline builder UI, and it should not show the community tasks.

Actual results:
Community tasks is shown in the pipeline builder.

Expected results:
Community tasks should not be shown in the pipeline builder.
