Customer is attempting to use the beta offering at https://console.redhat.com/beta/insights/image-builder to build images for Google Cloud and they are failing.  

The image IDs in question for his latest attempts are here:

Closing this as GCP builds are now imported directly without an additional cloud build step, making the process a lot less error-prone.
