Description of problem:
For normal migrations, UI allows selecting specific PVCs using a checkbox in the PV selection screen of the wizard. It is not available for Storage Conversion. The API allows setting `Skip` action for individual PVCs. UI should set it whenever checkbox is not selected for a certain PVC.

Steps to Reproduce:
1. Create Storage Conversion MigPlan for a source namespace with multiple PVCs
2. On PV page, un-select checkbox next to one or more PVCs.
3. Perform migration and observe that the selection of checkbox has no effect.

Actual results:
PVCs un-selected via the checkbox are migrated.

Expected results:
PVCs un-selected via the checkbox should not be migrated.
