Would you mind adding a note which application requires pyphen? The library on its own is probably not that useful. Are you looking for WeasyPrint?

Yes, I was looking at python-weasyprint in fc34(https://fedora.pkgs.org/34/fedora-updates-testing-x86_64/python3-weasyprint-52.4-2.fc34.noarch.rpm.html) and see that it requires pyphen.
I have don't see weasyprint in epel9. Therefore opened https://bugzilla.redhat.com/show_bug.cgi?id=2072500
