timezone/testdata/gen-XT5 occasionally fails to build due to a missing directory that needs to be included as a dependency in timezone/Makefile.

    timezone: Fix tst-bz28707 Makefile rule
    
    The $(testdata)/XT5 rule is ambiguous and it may not be correct
    evaluated.

This should also be fixed in RHEL-8.6.
