Description of problem:
When resizing a Cinder FC (HP3PAR) volume, the VM the volume is attached to is not notified about the new size when the VM has been live-migrated before the resize.

How reproducible:
Steps to Reproduce:
1. Create a VM with a volume ISCSI attached
2. Resize the volume
3. Finish the resize (live-migrate)
4. Check the size of the volume

Actual results:
The kernel still see the old disk size


Expected results:
The kernel should see the new disk size
