Description of problem:
TALO applies post upgrade actions and resets complete time again if reconcile is triggered

How reproducible:


Steps to Reproduce:
1. Finish an upgrade. Leave the CGU object around.
2a. Terminate TALO pod and let it restart
2b. Or make a change on the CGU
3c. Or make a change on one of the clusters that would affect compliant status of copied polices owned by the CGU, if those polices are kept with:

 actions:
    afterCompletion:
      deleteObjects: false

Actual results:
TALO re-executes actions and rewrites the upgrade completion time

Expected results:
TALO should recognize the upgrade is done and do not act on it again
