Description of problem: infraEnv failed to create image after restore due to the secret is not found/backed up


Version-Release number of selected component (if applicable):
- ACM 2.5.0-DOWNSTREAM-2022-04-05-06-20-55
- MCE 2.0.0-DOWNANDBACK-2022-04-04-21-03-32

How reproducible:


Steps to Reproduce:
1. Provision on-prem cluster(s) (late binding) on ACM hub successfully 
2. Backup the primary hub
3. Restore passively on secondary hub(s)

Actual results:
infraEnv failed to create image after restore due to missing secret
