"create vm" did not open boot source page

Description of problem:
"Create VM" button does not select the associated template.

How reproducible:


Steps to Reproduce:
1. deploy template to custom namespace 
2. delete template from 'openshift' namespace
3. in custom ns, click "Create VM" button 

Actual results:
it opens template selection page

Expected results:
it opens boot source page

It causes a regression, in a fresh deployed cluster which has the templates in 'openshift' namespace, click the "Create VM" button hit the issue.

I upgraded the OCP version to 4.10.0-0.nightly-2022-10-12-184111 via 'oc adm' command, there is another regression problem appears again.
After change the commonTemplatesNamespace to other namespace like 'default', the boot source is not associated with template in 'default' namespace. 

I'm deploying a fresh cluster with this OCP version to double check this issue.

It seems this issue is existing before and not touched yet.

As the original issue is fixed in this bug, move the bug to verified.
