+++ This bug was initially created as a clone of Bug #2069681 +++

Steps to reproduce:

    Create a CGU as disabled
    After the copied policies are created, make some changes (e.g. add more operator subscriptions) to one of the managed polices included in the CGU
    Enable the CGU

 

Expected result:

    Copied policies get updated and applied. Upgrade successful.

Actual result:

    Copied policies did not get updated. Eventually, they become compliant while the original managed polices are not compliant. Upgrade gets stuck.

Verified with 4.10 TALO. The policy changes are now picked up after CGU is enabled.
