Description of problem:
When application deployment is blocked/does not proceed due to the "resource conflict" error, applications do end get created in the UI. They end up with error and only shows the "Application Icon" in the topology

Version-Release number of selected component (if applicable):
Env - SNO BM 
ACM - 2.5.0-DOWNSTREAM-2022-04-05-06-20-55

How reproducible:
frequent

Steps to Reproduce:
1. Try to create an app that already has a channel created previously
2. Click save
3. Go back to the Application table
4. Click on the Application to open it
5. Click on the Topology tab

Actual results:
User sees the "resource conflict" error and deployment doesnt proceed. But when the user goes the Application table, the app shows up.
Once the app is opened, it shows its in the error state
Topology shows that the Application Icon is in error state because no subscription is found


Expected results:
App should not be deployed if the app creation wizard doesnt proceed to create the app

Also reproducible in cloud envs

Verified in 2.5.0-DOWNSTREAM-2022-04-20-06-50-05 on Firefox 91.8.0esr (64-bit)
