Description of problem:
ansible-runner arguments were not positional, but are now.

Version-Release number of selected component (if applicable):
1.6.4

How reproducible:
Always

Steps to Reproduce:
1. Install MTC 1.6.4
2. Create a migration with a hook using the upstream hook-runner image

Actual results:
The Hook will fail to run

Expected results:
The Hook should complete successfully

Additional info:
We can cherry-pick this to 1.6.5
