topology sidebar

Description of problem:
The layout of the topology sidebar has changed from prior releases. There is incorrect spacing and offsets.

4.11

How reproducible:


Steps to Reproduce:
1. create a workload
2. navigate to topology
3. select any node in topology

Actual results:
See attached screenshot.
- scroll bar is offset from right side
- close button has an entire column of space to itself
- title has no spacing from the top


Expected results:
A better use of space
