Description of problem:
There is currently deployed only one MGR pod. There should be more MGR deployed across multiple nodes. Having MGR highly available is also recommended by ceph documentation: https://docs.ceph.com/en/latest/mgr/administrator/#high-availability and it would also make sense to keep 2 different MGR alerts that we have now: CephMgrIsAbsent and CephMgrIsMissingReplicas (if we have only one MGR then we don't need both alerts)
