Description of problem:

disable multicast-router for linux bridge options with nmstate, not working properly. (even when trying with Multicast-snooping enabled)

1. create a dummy interface with linux bridge
2. pass config yml via nmstatectl. example for yaml:

Patch posted to upstream for review.

Could you test it by command `sudo dnf copr enable packit/nmstate-nmstate-1884 -y; sudo dnf upgrade nmstate -y`?

Meanwhile, do you need backport this fix to RHEL 8.6, I recall RHV only use 8.6?

Meanwhile, this bug does not exist in RHEL 9.1 where nmstate rust handle this correctly.
