I missed that rubygem-scanf wasn't packaged but now I created https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=2077088 to package it.

Now that rubygem-scanf made it to the repos this is resolved. I verified it using the very useful reproducer:

    $ mock -r fedora-37-x86_64 install puppet
