Description of problem:
Helm and Object bucket applications are not showing as deployed in the managed clusters after ACM is upgraded from 2.4.3 RC3 to 2.5

Version-Release number of selected component (if applicable):
ACM 2.4.3-DOWNSTREAM-2022-04-13-07-05-00  →  2.5.0-DOWNSTREAM-2022-04-20-06-50-05

How reproducible:
no info at this moment

Steps to Reproduce:
1. Deploy Helm and object bucket applications to a managed cluster in a 2.4.3 env
2. Upgrade the ACM to 2.5
3. Open the apps and click on Topology
4. Click on Subscription, or any resources to open the sidebar on the right and check the deployment status
5. Check the resources in the backend

Actual results:
Resources show that they werent deployed

Expected results:
Resources should show that they are deployed in the managed cluster after upgrace

Helm sub missing results

After some investigation, the app backend SubscriptionReport for helm is missing the results field so that's why the resource statuses are not showing.

Can the app backend team help with this?

it shows `local-cluster` met failure during the upgrade, the `klusterlet-addon-operator` was not upgraded to 2.5. I cannot reproduce this issue in my env, could someone DM the access to this env?
