Description of problem:
Error during installation: No such file or directory: '/mnt/sysroot/etc/resolv.conf'

anaconda 35.22.2

How reproducible:
On Proxmox VE 7.1-10 installation of VM with host CPU, 2GB of RAM and 200GiB SCSI drive with SSD emulation. Simply start installation of the Fedora-Server-netinst-x86_64-35-1.2.iso

Steps to Reproduce:
1. Start installation
2. Configure accounts and drive
3. Continue until error appears

Actual results:
dasbus.error.DBusError: [Errno 2] No such file or directory: '/mnt/sysroot/etc/resolv.conf

Expected results:
Installation completed succesfully.
