Description of problem:
Multicast ACLs have the wrong name in the external id which causes sync to think the ACL is legacy and needs to be changed to from-lport. This causes multicast to stop working after a restart of the ovnkube-master node.

Verified with 4.11.0-0.nightly-2022-05-18-171831

$ oc get clusterversion
NAME      VERSION                              AVAILABLE   PROGRESSING   SINCE   STATUS
version   4.11.0-0.nightly-2022-05-18-171831   True        False         5h      Cluster version is 4.11.0-0.nightly-2022-05-18-171831

Ran automated multicast test case before and after master nodes being rebooted, test case passed before and after.
