'learn more' link for partial updates returns 404 page

Steps to Reproduce:
1. open Update cluster modal via Cluster Settings -> click "Update" button
2. choose `Partial cluster update`, check the learn more doc link
3.

Actual results:
'learn more' doc is linking to https://access.redhat.com/documentation/en-us/openshift_container_platform/4.11/html/updating/update-using-custom-machine-config-pools.html

Expected results:
the docs https://access.redhat.com/documentation/en-us/openshift_container_platform/4.10/html/updating_clusters/update-using-custom-machine-config-pools should best match the intention or some better places
