Deploy a HA environment (3 controllers + 2 compute nodes) with ML2/OVS neutron backend. 2. Install openstack-neutron-ovn-migration-tool and apply changes from https://review.opendev.org/c/openstack/neutron/+/834925/ in order to avoid hitting BZ2035814 and BZ2035808 3. Apply patch https://review.opendev.org/c/openstack/neutron/+/839392 in order to avoid https://bugzilla.redhat.com/show_bug.cgi?id=2074821 4.
