Description of problem:

prometheus-webhook-snmp container image is currently built using RPM artifacts that are created are part of the STF pipeline. Changing the build to be container-native means RPM builds are no longer required as they are installed directly into the container image using pip. This makes maintaining and shipping the prometheus-webhook-snmp container image significantly easier.
