Verified with latest 4.10 ZTP image. 
sctp worker machineconfig was successfully excluded using this PGT: http://registry.kni-qe-0.lab.eng.rdu2.redhat.com:3000/kni-qe/ztp-site-configs/src/d77abe525c54ddceeb6ae8ebf6abb44f0a26717a/siteconfig/worker-2.yaml#L33-L36
