python-semver is an azure-cli dependency and I'm working to backport azure-cli in BZ 2077853. Could you please branch and build python-semver for epel9? I'd be happy to help maintain the package if needed. Thanks!
For what it's worth, the rawhide spec file for python-semver works just fine in EPEL and all dependencies are satisfied.
