Actions are broken in topology view

How reproducible:


Steps to Reproduce:
1. Go to developer prespective
2. Go to topology view
3. right click on a virtual machine

Actual results:
No actions are available

Expected results:
Actions are available, VM specific actions + Topology actions (e.g. grouping action)
