Some of the tests provided with azure-cli and its dependencies need python-pytest-aiohttp to run. Could you please branch and build python-pytest-aiohttp in epel9? If you would like help with maintaining this package, I'm happy to help. Thanks!

So the issue here is that RHEL 9 has setuptools_scm 6.0.1 while upstream demands 6.2 or higher. Many other python packages get around this by setting an environment variable and relaxing the setuptools_scm requirement.
