Description of problem:
customer migrated the cluster(running more than 9000 pods,1200 namespaces,125 nodes from openshift-sdn to OVN-Kubernetes after that they're seeing the error and sometimes the pod takes more than 3 mins to launch and throws the error as below:

Warning  FailedCreatePodSandBox  16m      kubelet            Failed to create pod sandbox: rpc error: code = Unknown desc = failed to create pod network sandbox

How reproducible:
Every time 

Steps to Reproduce:
1. Create a more number of pods 
2.

Actual results:
pods are getting created but it takes some time more to launch and every time we see an error  failed to configure pod interface: timed out waiting for OVS port binding (ovn-installed) 

Expected results:
should not throw these errors and the pod shouldn't take much time.
