Error pulling container by docker.io from Red Hat satellite

From a Fedora 35 VM running docker.io 20.10.12.
    
    [root@localhost ~]# docker pull satellite.example.com/image-ubi8:latest
    Error response from daemon: missing or empty Content-Length header
    
    [root@localhost ~]# docker -v
    Docker version 20.10.12, build 485636f

- Container images pull from RH satellite with podman works, but cannot pull them with docker. This is needed for local development and seems to be missing a content-length header.

Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/32830 has been resolved.
