Description of problem:
In the scripts tab, we should be able to copy paste cloud init script code directly.

Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1. create a VM using wizard and choose customized
2. continue to review page
3. open the scripts tab

Actual results:
no way to paste the cloud init code

Expected results:
a cloud init text input is available to paste the cloud init code

Additional info:
feature exist in 4.10

verified on v4.11.0-403(OCP v4.11.0-32)
