As LibreCAD maintainer I can say, that LibreCAD isn't hit by CVE-2021-21897.
CVE-2021-21897 is about a vulnerability in dxflib, which is used by QCAD.

LibreCAD uses its own library libdxfrw (https://github.com/LibreCAD/libdxfrw). 

libdxfrw related CVEs were CVE-2021-21898, CVE-2021-21899 and CVE-2021-21900.
All three CVEs are fixed in libdxfrw and also in LibreCAD in version 2.2.0-rc3, which is used for Fedora packages:
