notes
a. if we make sure tests failings are not indicative of a bug, we can disable non essential tests.
b. aligning with the policy of only running "smoke tests" on prow, we can disable tests if they are not basic and / or eseintials
c. if disabling tests that are not "smoke tests" we need to make sure the tests are still running on QE env.
