Description of problem:

This issue is majorly originated from bug 2070596. On Bug 2070596 engineering is investigating the issue with respect to the grafana. 

As a requirement, OCP web console should also be able to query the same data.

Actual results: Queries are not working


Expected results: Queries should work

tested with 4.11.0-0.nightly-2022-05-18-053037, dashboard time out is 60s now, and the graphs could be loaded without error
