Error message in https://bugzilla.redhat.com/show_bug.cgi?id=2081781 is missing information about actual numvfs and totalvfs.

We need to backport https://github.com/k8snetworkplumbingwg/sriov-network-operator/pull/304

Error from server (numVfs(1000) in CR without-netdevice exceed the maximum allowed value(128)): error when creating "more_totalvf": admission webhook "operator-webhook.sriovnetwork.openshift.io" denied the request: numVfs(1000) in CR without-netdevice exceed the maximum allowed value(128)
