mch status: installing

Description of the problem:

When installing ACM 2.5 on OCP 4.11, the multiclusterhub status is still in "Installing" mode, ACM is not installed properly.

1.Install OCP 4.11
2.Install ACM 2.5 (2.5.0-DOWNSTREAM-2022-05-06-17-44-49)
3.Go to Installed Operators --> Advanced Cluster Management for Kubernetes --> MultiClusterHub

Actual results:
Status = Installing

Expected results:
Status = Succeeded
